Chart Axis: Setting axis to 0 does not save (EID-1142)

When setting the chart axis to MIN = 0 and MAX = 2000 the config saves but it still shows auto on the chart axis settings.

Feature Req: Adding AVG tag from menu to use same axis created from (EID-1143)
